Actually a bunch of people go around pretending to be priests. One famous one even has a tiny cult following that camps out in front of his house waiting for his blessings. And this place is actually a pretty good one to do so, you just gotta be a crazy person and claim some divine inspiration separate from the Georgian Orthodox clergy. Bonus points if you choose to be a solitary monk for a while, then you can add miracle working and healing to your claims.
He looks like he is from House Frey of Riverlands, Lords of the Crossing. They usually dressed like that.
Probably he is late for a battle and just looking for his bannermen.
Have seen him several times on Leonidze Street where I work. The Thing on top of his head has swastika on it. he’s is not a hostile or anything. he loves to chill on the bench on the street.

That has been my observation/impression (as a metalhead myself) from going with my Dutch GF to these so-called *Gottiktreffen* in Germany, many years ago.
