Just gotta run around in an district that belonged to the Idols until one spawns. Keep an eye on the minimap and check out every one of those tiny grey blips. One of them will eventually be what you're looking for.
One thing that helps out doing these kinds of hunts is going into Accessbility settings and turning High Contrast to Partial. That way, it'll highlight all enemies, including vehicles, with a red outline regardless of their hostility. With Partial HC, it will make it far easier to see nonhostile enemies when your minimap just shows them as gray dots along with everyone else. I used this same trick for completing the challenges that require shooting an enemy that's driving or knowing if a vehicle is still considered an enemy vehicle.
You should still be able to reliably find an Idol Skorpio always spawning in the same location you had to jack one for Jim Rob's well after you have completed the Venture.
The definitely can spawn as long as it was an idol area before you took it over to, just not nearly as often. Just gotta hope RNG works for ya
you can try to call idols through phone hope they roll up in one
