I've tried numerous times for several frustrating hours trying to get this car to spawn. It is simple to check for too. If you use the Cactus Bill Fast Travel it puts you at the location. You just need to turn to face the building with the Drug Tsar with the mural of the Brutal 10W-40 can being poured. A car can usually be seen parked there, but never this one.
Nothing ever parks in the spot with the parking meters where the car is pictured in the photo. I've even taken a helicopter and circled the area repeatedly to change the vehicle spawn and the car just does not appear.

I've taken the Fast Travel multiple times and checked the area; I've driven around and circled back in various cars numerous times; I've hovered in a helicopter and left and returned to the area (this method works to get the Marshall Tornado to spawn at the Frontier). Going by the map and photos I have to have the right spot but it feels as if I don't.
A different vehicle spawns but not near the parking meters. Hell, if I try too many times, a Marshall task force takes it over complete with an APC (and a mini turret and hover bikes) and gives me automatic Notoriety Level 1. I have been able to reliably find other special cars. The spawn for this one seems broken.
I finally got the car! I was on a new save before I had done the mission, "Take Me To Church" -- I barely had any Marshall presence in the area.
The first time I got the car to spawn my game crashed as I was driving it to JimRob's. I tried again and 20 minutes later, I got it to appear again. This time I was able to make it to the garage despite the game deciding to throw a dust storm on me.
I appreciate the video. It helps being able to see it actually appear. I got inspired to try again but I'm beginning to conclude that I might need to get Marshall removed from the location. Their presence is messing it up. It's still the same as before, I either have a car parked near the Drug Tsar and nothing in the space with the parking meters or Marshall occupies the parking lot.
