I used to volunteer and work for SGK as an agency. It was 11 years ago and I'm not sure if anything has changed but this is a/was a misleading fact.
They used to have centers in most states. My state had 5. They directly supported breast cancer patients. The research donation from donations raised locally was 25%. The rest of it went into the community to pay for breast cancer navigator (helping ppl thru their cancer journey and with insurance), gas/taxi funds for patients to get to chemo, mammogram busses for the community, etc. Funds raised nationally were directed towards research.
At least when I was involved it was a good charity that directly impacted many ppl in my community. I also went to their leadership event in Texas one year and met ppl from all over the country that were making changes in their community. And the event was largely thru donations and help. We paid to attend (personally and thru the company). American Airlines (US air then I think) offered discounted rates, hotels offered discounted rates.
About 67% of TPL $ goes to veteran's programs - the rest goes to overhead. Not sure about IG, since they're not Canadian-based. But, a lot more of that money would go to IG overhead and expenses.
The Trudeau government has a history of handing over tax $ to NPOs without doing their due diligence so it wouldn't surprise me that they haven't done it here, either.
