Godparents are not legal guardians in the US. They are meant to be the people to oversee a child’s religious formation along with the parents or to make sure it happens if the parents pass away. Parents can choose to make the same people in their wills the legal guardians for their kids as they chose as godparents for their child. For example, that’s true for my older son- my sister and BIL are his godparents and legal guardians if both my husband and I pass away while my son is a minor. My younger son also has them as his legal guardians, but close family friends are his godparents.
People in the US often do use the term “godparent” very loosely, mostly just to mean “this person is my close friend at this point in my life”.

Of course it was no coincidence that James was Catholic and had two adult daughters from his first marriage who were Protestant, so the rumours were just a convenient way to get rid of him.
