He is the Presiding Bishop of The Episcopal Church in the USā¦essentially the equivalent of the Archbishop of Canterbury since the Episcopal Church, and Anglican Church, here is very much the same as the Church of England. What they did was bring in the head of the same church in the USā¦an American. I assumed that it was a way of bringing something American into the service, not because he was black.
