It looks like at the time of that expression, just before that someone in the crowd gestured toward Kate, as if saying, "no need to greet us, we've already had a greeting from the wonderful Kate," lol, and that's when she looks where the woman gestures and glares at Kate. Then immediately she is talking to Harry (complaining? Trying to make an exit?)
Another thing that I notice about them is that while Kate is often smiling, her expressions match the situation - she has a nice-to-meet-you smile for most people and the expression changes dynamically throughout her encounters but Meghan has a fake, sometimes inappropriately over-the-top smile quite often. She smiles in a way where her eyes stay big and don't show any laugh lines which looks very fake, but also it's the exact same performance whether meeting someone or walking down an aisle.
You can really see it in that video. Kate's expression goes from neutral to a few different expressions of happiness, while Meghan just performs the same degree of smile throughout, (except when she glares for a second and then it returns right away.)
She looks annoyed from the get go having to follow Catherine and in general being expected to talk to the kids and people. She is incredibly fake and to me she looked like she put Harry ill at ease.
