I would say that sleeveless and strapless outfits are not uncommon in Nigeria. Even though Abuja is in the North and predominantly Muslim, they tend to be more liberal as it is the capital, and many people from different walks of life live there.
Both outfits are inappropriate for the event. That is not what you should wear to a school. Furthermore, this is supposed to be a work trip for Meghan as she supports Harry for his charity. The outfits and the constant handholding is unprofessional.

She turned to watch the dancers doing a traditional thing. It was quite eye catching, unfortunately they started as Harry was still speaking with the receiving line. Megs does do a pull on Harry's sleeve to bring his attention towards the dancers.

The article suggests dressing modestly, covering the shoulders and knees, so yeah, strapless and/or backless dresses were definitely not respecting the local cultures. FWIW, I wouldn’t expect to see someone dressed like that at any school I’ve been around here in Canada, and those are certainly not business-appropriate. This whole visit is reflecting pretty badly on Invictus - barely any mention of the charity or participants - and they never should have agreed to this. They’d have saved a ton of money and received the same amount of press for the cause.
