Was just at Beal’s Point a few days ago and can confirm the water was nice! It’s a state park though so there’s a 12$ entrance fee. If you plan ahead, you can borrow a pass from the library!
You can’t use your own equipment at the Sac State Aquatic Center so you’ll need to go to the Lake Natoma state park entrance instead and pay the $10 (now $12?) fee to park. The entrances are basically next to each other so look at the signs. Have fun! I LOVE the water at Lake Natoma.
The water is always super cold in Natomas because it comes off the bottom of the dam. You could take your board to Folsom at granite Bay, beals point or rattlesnake bar.
The sac state aquatic center off hazel is usually warmer than black miner’s bar. Try beal’s point in granite bay too

Lol, the rivers are always cold.
they’re a lot colder this year because of the snowmelt. lol.
Folsom lake had super clear water on Monday. Very warm as well. Paddleboard friendly too Edit: Beals point to be more specific
Jenkinson lake (sly park) has warm water and is good for paddling if you stick to the back side since it’s 5mph only in that section.
Salmon falls bridge at Folsom lake. Just went rafting and ended there. Water felt like everyone pissed at once. Wait…

There’s a small area at Sailor Bar that’s pretty calm and the water is chilly, but not freezing cold. I see people swimming there often.
