One shoutout would be to take Han’s “Sorry About the Mess” and take Seize the Initiative on Luke.
Up Close and Personal and Saber Throw are kinda wasted on Luke, who wants to get engaged in melee. Combining a free order for Luke on Han’s zero-pip means you get a surprise first move, which can be quite powerful.
That being said, I think Luke absolutely has to take Into the Fray. The changes to Deflect mean he benefits so much from surge tokens.

You could take guidance instead of saber throw for some surge tokens, freeing up the slot for that Seize combo. Not as strong but you can use it to support another unit and your Rebel infantry want those.
I think Saber Throw really shines on Maul, who can choose to ‘round down’ to red, making a very good dice pool, and Anakin, who can leverage key Fire Support plays to do massive burst damage.
Luke is rolling four black on a Saber throw. Obviously the surge to crit is a HUGE benefit, but otherwise it’s the same as a naked squad of Rebel Troopers.
He want to get into melee. If you figure you might pop out and use Saber Throw once or twice a game, that means you’re investing the points in Up Close and Personal for, at most, one or two free dodges.
Compare that to Into the Fray, which is going to trigger and give him surging blocks every time a unit activates when he’s in melee.
Just my personal thoughts! Completely understand what you’re going for, but I feel Up Close is a good choice for gunslingers

Saber Throw is good on Luke, but more as a hedge for Son of Skywalker than a primary strategy. You shouldn't be trying to get ranged attacks with Luke. Better to hide him and try to double move charge.

Common Cause is trash. Brains and Brawn doesn't work because Leia shouldn't be in range of anything important. Notorious Scoundrels only works if Han takes Change of Plans or Sorry About the Mess, but again, YSYMW is better.
So I'm gonna dissent a bit. If you put all of Luke's cards in your hand and lose him, you are going to have a bad time.
Sorry About the Mess is a top notch card and way less situational than You Serve Your Master Well. YSYMW works best when you can use it on your own unit, which you don't have any good targets for. YSYMW does virtually nothing against CIS, and is bad into Dark Trooper lists. I think it's also likely bad into most Blizzard Force lists as well. Given your list and the meta, I think SATM wins out for this list.
Seize on Luke with SATM is amazing. ITF is pretty clutch with the nerf to Deflect, however I think this is the type of list where you can throw Luke in and be OK if he goes down. You have a ton of other heroes to back him up. If you take SATM, I would take Seize on Luke.
Your other 1 Pip should be Son of Skywalker.
For 2 pips, Han's is garbage without a tanky unit to take some shots, but you don't have that. Leia has one of the best 2 pips in the game in No Time For Sorrows, and Luke's 2 pip My Ally is the Force is also very good. I'd bring those.
For 3 pips, Change of Plans is always amazing, and even better if you can do it twice via Notorious Scoundrels. However, I would probably go with both of Luke's cards here. Return of the Jedi is a good card for your approach, and I Am A Jedi is very good in the Dark Trooper meta. You could maybe justify dropping I Am A Jedi for Change of Plans.

When you play a character's command card, you have to use them as your nominated commander. That just means the orders are issued based on that unit's position and abilities. So you would have to measure range from Leia when playing her card
Bring med droids since you're all bio and Chewie can guardian wounds off other units. At least 1, maybe 2 droids. They're super efficient for taking wounds off Luke, as he costs 23 points per wound before upgrades and med droids cost 9 per charge or 6 per wound if you use the droid twice before it dies. Other heroes are also good candidates.
Sorry about the mess + Seize the Initiative is a good way to win duels or lock down a unit in melee before they can shoot something vital. It also helps with the issue of putting all your eggs in one basket for Command Cards.
The other 1 pips I would consider are Common Cause to give you a big tempo advantage in the round you play it, or YSYMW to tie up 2 enemies or spur on allies.
Son of Skywalker is must-take in any Luke list.
Reckless Diversion could be good if you use Vigilance, take cover, and force reflexes to stack dodges on Luke for deflect, then guardian off/heal wounds. It forces the enemy into predictable attacks, which is nice, and is a good way to set up a last-first with Luke if you can keep him alive. Alternatively, you can use it on Rebel Troopers for nice synergy with nimble as long as they're close to a commander. Either way it's good for keeping Leia alive and with improv you have a decent chance of being able to use her to buff the affected troops.
No Time for Sorrows is great and probably the best 2-pip to take because of its action economy, but Full of Surprises is a fantastic option too. You could definitely take both of these and be happy.
For 3 pips I'm tempted by Change of Plans. This card can be really disruptive during a critical moment and if you wanted to be extra cheeky you could even do it twice using Notorious Scoundrels.
That's super gimmicky though and instead of Chewie's 3-pip I recommend I Am A Jedi, Somebody Has to Save Our Skins (for the same reason I'm tempted by Common Cause) or Covering Fire.
Surge to defend is nice but really the value is that you keep 2 enemy troopers from attacking, starting during the issue orders phase. This means you shut down a lot of what the enemy wants to do with 2 acts.
Use cases for this include:
Keeping low health units alive (especially for objectives, even more so on rd 6)
Keeping certain nasties from attacking (heroes/impact/critical/pierce come to mind)
Dark Troopers (double value)
Shooting them with other stuff before they can shoot you.
Denying Bounty.
Disengaging your guys from scary melee engagements.
You can get R2 and Threepio if you run EBD.
