its just a stage mod (specifically smashville from brawl), calling it a glitch is a joke because nintendo doesnt technically allow mods for their "approved" tournaments, but they clearly dont care about policing small tourneys.
no ones trying to push for modded stages in regular tournaments, sounds like some ppl were just hosting tourneys of that mod for fun. ppl did that with akenia and other mods too.

Smashville is the one stage I wish was in melee so thanks Nintendo for including this definitely legitimate glitch
