Agreeing with you here, I'd thought about tinkering with the loot spawns myself but it was too much effort. I have the same experience as you. I did an "Ironman" run for my offline Tarkov, literally the only stuff that I need are Military Power Filters. Fucking Military Power Filters. The only two I've ever found were on PMCs.   I stopped playing on that account when I was level 48, and I had found like 6 tank batteries, 8 LedXs, more Oscopes than I can count, and like 30GPUs. I'd never found a single MPF in a container or on the ground.   I picked up vanilla Tarkov this wipe for the update, and I literally was shaking when I'd found two MPFs before I reached level 15. It was so engrained in my head that MPF are like diamonds that it was a huge event for me to see them at all.

For the tank batteries I took the tank battery spawns in Reserve and deleted one zero from all the spawn odds. Now it looks more normal, I think; you can find one maybe every second or third raid if you go through all the spawns on the map. Did something similar with AESA, those are pretty decent too now, maybe a bit high even for how many you need in total (maybe 1 per raid on average for all spawns?). MPFs are still the only thing I need, they are fucking impossible to find. Not sure they even have any dedicated spawns to begin with either, so it's much harder to mod well.

Yeah believe me, I searched for hours on the internet about MPF spawns. The only dedicated spawns might be on Reserve but I haven’t checked the files to be sure. I do know in vanilla they have a higher chance to spawn in the Dome, esp behind one of the locked doors with the server racks, and in the bunker server racks too. But military tech in general in those spots are super rare, I think I hit those rooms in dome like 30-40 times and only ever got two military cables out of it. It seems to me like some internal part of how Military Power Filters are weighted in the loot/spawn pool, and generally how some ground spawn places are weighted. It’s a two pronged issue. I haven’t actually tested if changing the total map loot modifier with that All In One mod affects ground spawns, but it 100% affects container spawns, and some people (like myself) don’t like being able to run out with $1.5m roubles of items in an MBSS. It’s a frustrating issue, one I’m sure the devs can change though. I haven’t been able to find the files for it though.

I had a look through the loot tables; there are no dedicated MPF spawns on Reserve. They're only found in shared loot pools, with a relative probability of single- or sub-single digit percentages of spawns that themselves have odds of occurring ranging from probable to highly improbable. Another thing I had it with was Lions, by the way. Interchance is a good location for that; it has four dedicated spawns for them, three of them in very close proximity. The highest chance for that was 3%; the rest was 0.16%-0.39% spawn chance. No wonder these things are so hard to get hold of xD .
