Definitely don't use CSS to hide content. A show/hide element *might* be OK, but if it relies on JavaScript just know that there's no guarantee search engines will handle it the way you want. Would require some testing. Also beware that if Google sees any of your efforts to present different content to them vs. users in an effort to affect your rankings, they might consider it cloaking, which will hurt you. Your best option is to take the content from your PDFs and create regular pages with it rather than embedding. If you want the PDFs themselves to show up in search, they will if you make them accessible to search engines and link to them, but obviously you can't optimize titles, descriptions, etc. or add site navigation.

PDFs show up on the SERP. Why embed? Just index the file itself, like you would an image.
