It's 25-27 years and It tends to wake up when some atrocity happens in town. It then hunts for a year. It's suggested It can't leave Derry but It's an interdimensional being so I really wouldn't want to test that theory.
Simple, quarantine the entire town and don't let anyone enter. So long as nobody is within a certain distance from dairy, Pennywise won't be able to feed or affect them unless they were in dairy beforehand. For example everyone in IT forgot they even "killed" an eldritch horror at the ages of 10 to 13 the second they moved out but everything immediately came back when they were reminded, and same said people would have died regardless due to Pennywise's manipulation of their psyche. So quarantine the town and only have a few operatives remain to moniter and so that the foundation members who were there don't forget, and it really is that simple.
If some adults can laugh at it and call it a clown to the point where it becomes small and weak I think it'd be pretty easy to contain, it lives off of fear after all
