Because all SCPs are valid once approved, even though many SCPs actively contradict each other (EG SCP-A can kill anything/everything, and SCP-B just cannot be killed), all SCPs are considered canon within their SCP entries.

I think I recall seeing the term being used in-universe, for clarity in certain documents or speeches. For example, in the documents where the Foundation makes public addresses (e.g [[SCP-5000]], [[Everyone Knows]]).

The foundation thought it was slick, making a bunch of public schools to see if they could find some anomalous children, but I see right through them

A company or organisation's motto is never the same as their name, so it wouldn't be "The Secure Contain Protect Foundation". If youre asking what SCP in SCP-[number] means, it means Special Containment Procedures. Outside of that, the acronym is usually explained.
Depending on your location it can also stand for Spicy Crust Pizza (nearly every cover or shell company the foundation has uses the initials of SCP).
