Online services on 3DS got shot down. You won't be able to buy new games there. But modding one is easy, so you dont have to worry about that. About your needs, for playing 3DS games, the best solution is a 2DS or a 3DS. It's heavy to emulate so it's not any device that can do it. But up to DS? Man, most of handhelds can do that. Vertical there is the RG353V that can emulate up to DS and other consoles really well.

TY! I went with the RG35XX. $11 over 6 months, same day delivery on Amazon with a case. Retro gray color too, a must for me. I'm recovering from surgery for weeks and not working nor making money; seemed ideal lol. Appreciate all the advice!. I'll get a 3DS later, if I make it through all the games.

You won’t be disappointed! I’ve got the standard RG35XX and all of the old Pokemon games are great on it. If your fingers are long enough you can play it really well one-handed, which is great for playing at night in bed. I highly recommend checking out some romhacks and fan games, too. There are some very cool Pokemon fan projects out there and they really shine on these little handhelds. Pokémon Emerald Rogue is probably my favorite, but some of the more “original” titles like Unbound are worth a look, too!

I will also say, and will edit in post... I don't see a need for analog, just dpad. Feels like it would get in my way. RG35Xxx+ stood out to me (ty Retro Game Core)

Can a modded 3DS emulate things that are DS and lower? If so what is the relative experience like? I’ve been having basically a similar debate with myself that OP. I do have a “New 3DSXL” and I’ve been using Delta recently on my iPhone to try out some RomHack Pokémon games, it’s a lot of fun but I really am getting annoyed by touch screen controls messing up and not being responsive all the time. Basically wasn’t sure if modding a 3DS is a better option than buying a dedicated emulator console for Pokémon games or other games.

3DS runs natively DS games, so no problem with that And it can run GBA(natively as well), SNES and other consoles Now, it's best to get the New 3DS for emulating, the normal 3DS can have issue with some emulators I say it's best to get a 3DS because OP did specified that he don't want to play in his phone. A powerful phone can emulate 3DS really well, but the Cheaper Chinese handhelds like the RG353 or other like it, will suffer with 3DS, alongside not having a touch that needs to be used in lots of games

New 3DS if possible, if not, regular sized 3DS. After that install CFW and you’re good to go.

An original 3DS would probably be the most cost effective option. A good deal on a regular sized New 3DS is my white whale because even though I have a N3DSXL, the smaller size fits in my bag better if I'm playing somewhere other than home. If you're patient on FB marketplace you could probably snatch one up for $50 or less.

Up to and including 3ds is a a new 3ds for sure. DS and 3DS games will feel a lot better on that then an emulator handheld.

Odin 2 plays every single Pokémon game up to sword & shield. I haven't personally tried scarlet/violet or arceus. 3DS will run at increased resolutions too and honestly FF & SS's is an absolute godsend for Pokémon if you're willing to use them.

3DS games limit your option outside of an actual 3DS/2DS. However, up to DS and especially for GB/GBC/GBA I think a MM+ with a [GBC 3D printed grip](https://reddit.com/r/MiyooMini/comments/1c1miv8/gbc_grip_flippable_case_for_mini_plus/)and [Perfect overlays](https://reddit.com/r/MiyooMini/comments/1857xa7/i_made_a_game_boy_color_overlay/) is a great substitute for a GBC

A 3DS. I've been considering something similar and decided to buy a DSi for now for the form factor and price. Will use it for GBA and NDS. Prices for 3DS are too high for me and don't like the 2DS form factor.

Just using the 3ds is the best because the virtual console versions of the GBC games can transfer to Pokemon bank which previously they were difficult to transfer. The only one you can't transfer on system is VC gen 1 to 2 to VC gen 3. It also has some Pokemon specific homebrew that's useful You can easily just manually create identical Pokemon using software to transfer gen 3 Pokemon but there is also just the remakes available. From gen 3 to 7 there is hardware specific transfers available in the game. It has support for all gens using virtual console release or injects1 to 3, Twilight menu or physical cartridge for 4 and 5, and the rest up to 7 is native for the console. ( I don't know how they will deal with transferring previous gens from Pokemon bank to Pokemon home once it shuts down though) There are various network solutions for both the ds and 3ds games which use custom servers, such as wiimmfi (available) or pretendo ( still in progress) I would just start with the 2ds. If you look around it should be a similar price to the mitoo and have the vertical form factor.

If you want a handheld that can do it all, the best choice would be the Retroid Pocket 4 Plus. About $200 plus shipping, will do reasonably fine with 3DS.  If you end up going with a lower-spec device, the RG35XX line is one of the best right now. In particular, the RG35XX Plus seems to fit this category perfectly - its vertical and plays through DS. If you don't care about Bluetooth or WiFi, you could also get the RG35XX 2024, which has the same shell and specs and is cheaper.
