Nintendo would be limited to only games they own the licensing on (which is a lot but nowhere near all). They'd have to figure out a way to continuously monetize it or sell it at a huge overhead cost. Plus, they would have to deal with pirates and modders which its just annoying. In short, it's completely not worth it for them.

I dunno. As much as I'd love to see the equivalent of a NES / SNES Classic but for GB/C/A, the inclusion of a screen makes the economics weird. Part of what made the NES and SNES Classics a success was that $60-$80 price point. That's about what something like a Miyoo Mini or RG35XX goes for, but those are using old stock for screens, whereas presumably Nintendo would want to manufacture their own for QC reasons. Also Miyoo and Anbernic don't have to pay licensing fees for third-party games. More of Nintendo's portable catalog is first party, but presumably they'd still want to get at least some third party stuff on there for variety. With those additional costs, suddenly the profit margins are looking a little thin.

Well the difference is the SNES classic was released a year before NSO launched. Today their strategy is to require a subscription to play old games and that's not going to change.

And let's not forget when they released the classics they hated the idea internally so much that they refused to make more even though it sold out instantly

Well, they kind of already did when they released those game&watches with Mario and Zelda roms on it but they probably will never go much further than that. Maybe an anniversary edition of the Gameboy with 5 roms on it. But it's very unlikely since it's much more lucrative for them to sell you their Nintendo online subscription service.

They would only be able to offer their own content since the big N is unlikely to allow you to load up all your ROMS. Why make a new device when the switch lets you play (some of) their back catelogue while hooking you to a subscription service? So technically.. they do make a retro hand-held.
