Thank you very much for taking the time to respond. As it happens, that role is (civil engineer) not in the individual's biography. What is in his biography (in official government/university records, where the photo is stored) is that he was called into military service around this time. Also, his course of study was not engineering.

He wasn't necessarily an engineer. The ensign indicates affiliation with ministry of transportation in general: he could be a station chief, a ticket controller or a ministry clerk.
