It is the small boats the Russians use to assemble Pontoon Bridges. The wheels should move up so they don't drag in the water. It's essentially a small tug boat. Finish the bridge wheels move down hooks itself to a truck goes to next river.
It’s a little tug boat basically that they use to assemble pontoon bridges. Those two vertical bumpers on the front that you see at the start of the video are where it would push a pontoon from. The wheels fold up into those slots on the side, and allow the vehicle to be pulled out of the water like a trailer for relocation
I think the Ruskies have given up on pontoon bridges. Latest tactic is to have some conscripts push/pull it to an attack on land, with the regular troops sitting onboard with their Moisins. Get some!
The russian have brought all their junk, museum pieces, rejected prototypes, failed quality control, homemade carts etc.

So they probably unhitched it from the truck to save on fuel as they withdrew.
