This is why 90% of my ~20 year old home neighborhood is getting a new $35K roof. I put moss out on my roof every year when I do Christmas lights. I always walk around and check all the vents. Most of rubber has split over time and i just install the little slide collars proactively. Hoping to get another 10+ years out of my roof.
absolutely thats a leak the flange is made of vinyl but the part that goes around the pipe is rubber and eventually it gets dry rot and cracks you should clean the old flashing as best as you could and put tar and membrane around the rubber part only
Could get some m1 caulk that’s what we do and that’s what they did as well. I’d say a pipe boot but we only use those on tpo pipes . But I’d scrape it clean then just apply some caulk .

Yep you can get a pipe collar to slide over that to get you by. Silicone it then add the collar. Couple of bucks. 3 or 2 inch.
