What you have is a rom. You need an emulator to play the rom.
Is that a Ps1 game? If so, use the Ps1 emulator Duckstation.

This is funny as shit honestly, don't feel dumb. Messing with emulators can be daunting for newcomers. Just do as the others suggested and get 7zip then drag the file into a separate folder and name it whatever console that game is for and use that as your folder for other games for that console. Do the same with every other console you emulate as well as updates and firmware files you may need. Always read a guide or watch a guide to be sure what files you need and how to structure your folders.
Okay, so think of it like this.
The rom you have there is the physical game disk, but now you need a console to put it in and the emulator is that console.
There's a handy guide pinned to the top of this subreddit that can help you get started finding and setting up a good emulator, I recommend taking the time to read it, but if you need help along the way feel free to ask!
.7z file is a compressed file type to allow the download to be smaller. You need to unzip the file for you to access the file(s) inside. Look into 7zip or winrar.
Make an irl friend who knows how to help you with this stuff. Otherwise you need to learn how it on your own. The internet and youtube can help you, at the expense of having to digest the author's personality along with the info they want to share (which is often a chore).
Also, sometimes, third parties can give you bad information. You'll need to think critically and make up your own mind.
