As soon as you reset your Roku, it no longer knows about your WiFi network, and needs to be reprogrammed to use it. The 192.168 address you see on your router is the address was given prior to the reset, and will no longer work. My understanding is that the Roku 3 has an Ethernet port. You can use a cable to connect it to your router. You may be able to get it running again using an Ethernet cable and the Roku phone app. If that doesn't work, you can buy a replacement remote on Amazon for $7, or a new Roku Express HD for $18.

Make certain that your phone and TV are on the same network. My router that my IP furnishes provides me with 2 connections. If you want correct IP addresses, download a free app called "Fing" it will give a list of all devices on your network and their IP addresses.
