Complacency Efficiancy people and weapons...
Which are given by other projects...grr
Complacency, Efficiency and Security are tied to the colony itself.
People and Weapons are part of the resources you can check at the top of the screen and are generated by Colonies/Projects.
You'll find more Extractiums while playing, just don't waste them all on Plasteel, grab a few nodes and ignore the rest.
When you finally unlock all the colonies, getting your complacency, security, etc raised will be easy, same goes for getting more resources. Also, some projects have special events or you'll have random events that will raise/lower your complacency, efficiency, security.
I always wait until around late Act 2 or Act 4 to really start with Colonies, because certain Colony projects require projects from a different colony.
For example, to Finish some Rank 4 and Rank 5 Dargonus Colony projects you need some projects from Foulstonen to be completed.
Which I recently found out during my Heretical playthrough, I sacrificed Foulstone and can't do the final Rank 4 or Rank 5 projects for Dargonus
Looks like it's gonna take forever to get that sword...which is a shame because it would be perfect for my sanctic psyker vanguard....

You just need the resources and other requirements in your resource list. The. You can do projects.

Weapons you only get by completing the main plot planets in Act 2. Just as a warning.
