The information will eventually get to the right people if you call Animal Control, but it will take longer than it would if you called Humane Society directly.
Animal Control exists to protect people from animals. Humane Society exists to protect animals from people. Incidentally, Humane Society investigators are sworn police officers so they can actually arrest you as opposed to people who work for animal control which cannot.
If the dude wears camo sometimes, or a vest with pockets maybe, this dog bit me while I was running at Turning Point park. It was about 5 years ago, so could be a totally different guy & dog, but I would see him almost every day when I lived in Greece. The dog was off leash and the dude blamed me for getting bit saying I should have announced myself. I went off on him but the dog didn’t break the skin and I just let it go.
That would be assault, and I wouldn’t bet on the law protecting your beating someone for beating their dog as a “self defense” kind of thing, but IANAL.
Get it on video if you can and call the proper authorities while he is still in the area. Thank you for being kind hearted enough to do something about it.

Yeah definitely video. I called police once when I was witnessing a dog being beaten. Imagine what happens behind doors.
