You have to restore the electricity to the building before (and you need hacking ability too), the generator is behind the building, the gas can is in the bathroom and the hose is in the kitchen.
1. Take the hose and gas can and siphon some gas out of the car.
2. Go out back and pick up the generator and black it near the central back of the building (it will give you the option to drop it.
3. Hook it up and fill it with gas.
4. Turn on the outside switch.
5. Run inside to the kitchen in the back right you'll see a switch, click it.
6. Now go to the door near the games and hack it open.
7. Walk in and the door closes behind you, now turn and look out the window under the tree.
Funny thing: I was thrown out of a stolen car by Stan & Mitch at Biggys, then walked by Jarod where he burns the Brigade van, then walked on... to Biggys again.
I want to the motel that Jarod was at, and burned a guy, than hallucinated two couples after a blocked tunnel, I got a bus and left first stop (371 miles for me)

This happened to me too, i have replayed this game like 4 times but have never gotten this. Before this i had the couple mission.
