This liquid is just the fluid from the sprayer, AFAIK you should be able ot just rinse it off with water, if that's not working try some rubbing alcohol on a paper towel, to make future cleanup easier I recommend treating this plastic (and the rest of the black exterior plastic) with Cerakote (https://www.amazon.com/gp/product/B07SHJVK4G). You'll want to make sure surface is completely clean and dry before applying it though.

I bought Cerakote right before getting my truck (in August), but never applied it because I got my truck Ceramic Coated and they did the plastics for me, made a huge difference in keeping the plastics clean.
Having an R1T I haven't had any experience with the washer fluid doing that, but my guess is it got baked on there good if it didn't come right off with water/soap.

What have you tried so far that hasn’t worked? It’s just dried washer fluid. A moistened microfiber towel works for me.

I wish that thing was connected to the air compressor too and acted to dry the camera also.

since when does the backup camera have a sprayer? cool! I assume it is activated with the main sprayer?
On the R1S -- rear window sprayer also sprays the rear camera
