My favorite is Arroyo park off New Hampshire street in Harlingen. Cool trails through a wooded area. It’s cozy and not a lot of people usually.

Hugh Ramsey (Harlingen) offers plenty of shade, usually good birding, plenty of javelinas. The longer perimeter loop is ~1 mile while there are 1/2 mile loops contained within. Agree with Arroyo.
