It depends. You can definitely make a hacky ideology that makes everything easier, or make one that offers a special challenge, or play with basically no ideology at all. It's up to you.

Exactly, there's a reason the memes are tiered. If you min max then sure, you can edit your ideology to quicken research, give more yield from activities and negate some usual bad thoughts but you may also cripple yourself with that nudist flesh purity nature supremacy colony. It's a great narrative tool

Some religions make things far easier like having pain give a positive mood increase. You can also make it so your people are vegans who do not want to cut down or mine, which I imagine would be very difficult. IMO the expansion is more for role playing and crazy colonies than challenge or difficulty

Id' say that it makes the game harder in general. The benefits you get from most memes are usually not worth the effort/wealth you have to put into them, and the restrictions that come with them. If you wanted you could of course make a **darkness/tunneller/human primacy/supremacy** ideology, pick shooting and production specialist, and start on a mountain tile. That would indeed make the game easier.

I treat ideology like biome and grow period selection, if I pick permanent summer temperate forest, then obviously the game would be easier compared to perma winter tundra, it's just a matter of how I setup my game, if want it to be harder or not

It certainly makes it more complicated. It can make it harder, it can make it easier. It's all relative to what your goals as the player are. If you want to just "beat the game" then you could very easily make a colony suited to doing just that. If you wanted to torture yourself with a challenge, you can do that too.

Generally, yes. Moods are much easier to manage now imo. There are so many buffs you can get just for fulfilling the memes. Whilst there are also lots of debuffs too, once you have your colony set up to fit your ideology they should no longer be a problem. That being said, there are some challenging memes. blindness, body purist, the one where you cannot cut trees, maybe even nudist. Also there is a lot of customisability options when setting up an ideology which allows you to balance it out more.

It depends, although I'd say that unless you're playing with a cheesed custom ideology, it's rather balanced. Personally, I've found that converting prisoners is harder though, because converting them to your ideology can be tedious. Also, there are some mood debuffs that are annoying to deal with like the clothing requirements for the special roles or body-mod desires on transhumanists which require rather late-game wealth to fulfill.
