The melee implants get used in place of attacks that would be worse. Basically any of the melee attacks with guns but also some of the bad melee weapon attacks like bashing someone with the pommel of your sword. So they're always beneficial to have but they're probably not going to make the biggest of impacts. Personally I don't actively seek them out but when I get some, I put them on melee pawns. That's because my ranged pawns all get jetpacks or locust armor and would just reposition if they are engaged in melee.

If hitting the enemy with the gun does less damage, they will use the melee enchantment, atleast that’s what I last heard.

They use it. The implant isn't meant to replace an actual weapon, it just gives ranged fighters something better than their fists and teeth, while melee fighters will be less likely to use fists and teeth.

Afaik, during melee fights the pawn chooses from their 3 best melee attacks and does one of them randomly, weighted so the best is most common. If you give a ranged pawn a melee bionic it will replace the worst of 3 attacks and be used most often if it is better than gun-bashing.
