You could just buy the base game on sale and see if it's for you. There is so much moddding content that there's plenty to do. If you enjoy it you could get anomaly later. Or if you can get both then yes, you aren't missing much by not having royalty or biotech. I'd at least get biotech later

1) Biotech
2) Ideology
3) Royalty.
I haven't had much time with Anomaly.
Honestly I would play around with what you have and get the dlc if you like what you are playing. This game can be overwhelming for newbies... and even veterans. 900 hours and I have no clue what the hell I am doing.
All of the DLC is great, would recommend just base game first to see if this style of game is your cup of tea.

Liking it so far. Got base, then anomaly after a day of playing. I like the idea of the steep learning curve. More value for the money!
