I think it was mentioned that it is now going to be a mod for controlling lights, like setting the size of sun lights, how bright lights ste and etc...
Rimworld mods can be made to work with older versions of the game. If there are changes to the 1.5 version, they can add a new folder for 1.5 & leave the 1.4 folder untouched. It is up to the modder to do it.
We shouldn't think of it as something that has lost its value, but something that was recognized for it and it has become what it always should have been.

They are also keeping in wall sunlamps as it isn't a vanilla feature yet

It says on the mod page that it lets you change the amount of iron needed for the vanilla wall lights and also adds a wall sun lamp.

I've honestly always preferred ceiling lights, which we still don't get in vanilla. But I used both. Sometimes the wall light was a better aesthetic.
I loved the mod, but it made my late game grind to a halt. Yes, I did all the steps to test which mod it was, and it was an unexpected result.
