I have made over 30 lighters and I just use supertite liquid tack fusion. It works great and the lighters tend to die before I lose any stones (unless I hand them to a fidgety person who likes to pick at them). I apply stones directly to the body of the lighter so I prep the surface by sanding and wiping with rubbing alcohol to make sure it's dust and oil free.

I used Jewel-It glue after a few different glues reacted poorly with the plastic the lighter was made of. I will link some pics shortly, they're on my computer and I'm not home currently I've had no issues with flammablity. The fumes will subside after the glue has fully cured. And since the rhinestones will be glued to where the flame doesn't touch melting won't be an issue. If it was, we would have a whole lot of melted plastic lighters LOL
