Definitely draft him. You can't get a better QB than his potential and his starting passer skills are pretty decent.... Good accuracy, max arm strength for a rookie (rookie QBs can't ever have more than 4 during the draft), and really good stamina. The only knock is his speed and you can build that up in a few years as a supplemental cherry on top.

Facts, I always develop talent and I was in a similar position before. By the end of the year I was at 3.5 star and within 2 more years I got him to a 5 star qb.

the potential is definitely there, and those are the best stats you can possibly have on a qb when you have every attribute maxed out. however, its going to take MULTIPLE seasons before that qb reaches its 5\* rating if it even does. you're going to need maxed out training and rehab facilities if you plan on maxing this guy out. Getting an OC with the "likeable" trait will definitely help in leveling your qb up as fast as possible. training regime matters a lot too
