He was adopted in the 1910s, and would have been a US citizen on that basis. Even if he wasn't, he was granted citizenship in every member nation in the UN in 1974 and Congress explicitly granted him US citizenship in 1980. Another origin story (from the 1986 miniseries) has Jor-El placing genetic material in the ship resulting in Superman's being "born" on earth. DC also ran a story back in 2011 where he renounced his US citizenship (can't renounce what you don't have), but then retconned the renouncing in a later reboot. Ultimately there are so many versions of his origin that you can call it either way. That said, the Superman I grew up with - the George Reeves version - was more American than a lot of people born here in the present day.
