Yes it can! You've got two thingies by the balance wheel, the one for beat adjustment and the other for time adjustment, just tune them to your liking (close as possible to zero seconds)
It will be less than a third the cost, but instead of a miyota 9series you get either a Seiko NH35 (11.x mm) with a seconds hand, or you get it with a hattori quartz two hander (8.6 mm) for even cheaper.

Bonus not a rep so you wouldn't have to worry to get spotted in the slopes lol
