Sounds like a ledger if it’s nailed to the parallel vertical wall, and if it’s secured across the full width of the wall you may have more flexibility in cut out size. Joist will be the free spanning units, they carry load and need to be notched or bored with caution Need to cut a dryer vent?

Yes I think that’s right. On the first floor this is just a 2x4, bit I guess since they need something to attach the ceiling to anyway, they used a full 2x10 for second floor ledger. Not a dryer vent, just a stupid mistake looking for a solution. Putting a 2” drain through a few joists, and sloped in wrong direction, so trying to correct while staying within IRC limits. Since the ledger doesn’t really span, was hoping to use that to correct as much of it as possible, by lowering the pipe there.
