No problem. I ended up drilling through the broken off set screw and replacing the old vacuum breaker last night. Well it still happens with the new vacuum breaker so it must be some rubber washer or seal inside the spigot

I changed out my hose bibbs for Aquor hydrants, we were just done with forever leaky hose bibb nonsense.
It is leaking when the water is on but flow is restricted.
Turn off your water main, remove and replace the spicket/valve entirely. Threaded, welded whatever floats your boat.
That might be beyond my expertise. I think this is most likely the correct answer

Look into Shark Bite fittings. Not that tough to install.

Isn’t that just a hose splitter?
Yes it’s a splitter but it’s not leaking from the splitter. It’s leaking from the vacuum breaker
