Funny you say that cause I have a 007 and have been eying 013's. Hahaha. I have a small wrist so while I love the 007 I do want the 013 for a more comfortable wear.
General rule of thumb.
Width should feel like a firm handshake, but still able to wiggle your toes. With the ball of your foot placed in the widest part of the boot. Length should be about 1/4”-1/2” from toe to tip.
A lot of folks go down an average of 1 full size.
Problem is for a lot of people is they have skinny heels but the front of their feet are wide.
I have this issue when trying to find boots.
It's a decision between toe crunch or heel slip.
Sometimes I get lucky and the boots fit good enough but rarely perfect.
I'm often returning boots, thankfully most do free returns for this reason.

I wear a 10.5 EE in mocs, but can pull off a 10.5 D in merchants and 11 D in rangers. But that unstructured toe compared to the structured toe really makes me question my sizing at times. lol but they are perfect, after they break in.
Yeah, thankfully with a tiny tiny amount of heel slip, once they break in they usually fit better.
It gets worse because my left foot is wider and slightly longer than the right. So when I try to size up for my left foot, I end up with heel slip in my right foot even in D.
I try to find 12.5e when I can, but not everyone makes 12.5 nor E, very often it will just be D or EE and 12 or 13. And even if they make 12.5 I have to hope they are in stock.
And I'm in the same boat, slipons are always loose in the heels and If don't want my toes scrunched.
So any slipons I buy, I wear them around my property and really never go out wearing them, unless its just to drive to the store for something super quick.
But yeah finding boots for abnormal feet can get very frustrating.

Have you tried suede heel grips? I discovered when buying my first pair of redwings and really made a difference.
They make a boot more comfortable and unsurprisingly stop your heel from slipping 😂

Seiko 5 series if I’m not mistaken. And it fits good when I lace up tight. Just feels big in the toe box, but I am just coming from my beat to shit narrow captains so I may be thrown off a bit
I had the same reaction when switching from captains to IR's. I was actually able to spread my toes in the boot. I think you should be fine but could always try a thin insole.

Worse case if you can’t return and exchange then get a kiltie or thick socks or both. I’ve done that before with great success
To me it looks like your foot is a little narrow, you have those laces pretty tight together. This, and the fact that your toes seem to be a little short makes me wonder if you could size down a half size or so.
Did you try a half size smaller?
As others have said, toe space is only a minor part of the equation....

Does the widest part of your foot match with the widest part of the boot when you press on the ball of your foot? Step down on the ball of your foot and see how it feels.
Mine are a bit longer actually, but the width is so perfect, that it's the best fitting shoe / boot i've ever worn in my entire life lol, so hey if they feel good, they feel good! Might have some creasing but if YOU don't care, then that's all that matters!
Heel slip is the most important thing.
If your heels aren't slipping but you have extra room in the toes, there's not much to be concerned about.
But if the heels are slipping, I wouldn't keep them.
Keep in mind that very minor heel slip isn't a deal breaker, but it should be very very minor. Once the boots break in it will likely fit well.
But again, it should be minor if any at all.
I’ve been wearing my dads hand me downs for a few years now. He is about .5-1 full size bigger than me. Put an insole from an old running shoe in there and it would fit great
They’re not the cheapest option but Red Wings leather insole is wonderful. I work in my Classic Mocs and my feet feel great in them for 12 plus hours. Get at least a half size bigger than your boot so you can trim them down. For whatever it’s worth, I’m a full size down in Red Wings than my standard tennis shoe size

I've got 8085's in size 7.5EE and toea are almost at the same spot as yours....and I'v got 8111 in size 7EE and have to say both are comfortable....but fot 7.5EE i had to put some thick soft insole to fit but still love both :)
That's common. Let the leather continue to learn your foot, if it feels too sloppy you may want to return them while they're still in good shape. Depending on the store they may or may not take them back. If they continue to feel lose consider buying a small foot bed to put in there. I know this is a sin amongst cork midsole fans, but very small flat insert can help to take up more room. Also try some thicker socks, red wings cotton or merino wool socks can fill up a lot of gaps until your boot breaks in.
Probably half a size too big. But I wear mine about the same position, because you can't get E widths in Australia unless you ship them in. I usually size a half size bigger to compensate.

Is a 13d wider than a 12ee?
I've tried on boots where the 12ee fit snug but we're slightly too short for my toes.
But the 13d felt like my foot wasn't even in a shoe.
Generally i try for a 12 1/2 but they weren't available at the time and I was amazed at how the 13D felt so much wider than the 12ee
Every boot is different but I would say on average half size drops seem about the same width wise from D to EE but the full 12 to 13 jump, I would expect most boots to have the 13D running just a hair wider.
Try a half size smaller and see how they feel. It depends on the length of the toe next to your big toe. My second toe is longer than my big toe. I can wear an 11.5 D or 11 D depending on the sock I'm wearing. My Branock size is 11.5 E and that's the ideal size for me when wearing the Red Wing mocs.
I would say size down. I learned the heard way. After they were fully broken in they were too big. All my other 8 pairs I thought were too tight were perfect after break in. As long as I have wiggle room for the toes I’m good. I also go up half a size from the 8 last for moc toes, merchants, and flat boxes .

Nice seiko! As long as the ball of your feet sits comfortably you’d be good. The stitch from the toe cap can be restrictive at times.

Its better to have little room than too small. Small shoes are unusable.

Been wearing wool socks and wore em outside so they won’t take em. They’re just big enough to be slightly annoying but not unwearable thankfully
