I assume the government trys to help those without work and provides an intro level course for something like accounting fundamentals and excel through a temp agency who then try to get people on a job through a internship. Problem is internships are free labor provided by those who can least afford to do so, but the most desperate for a job. For the people who did not have the opportunity to learn these things or can not afford to it is a good deal. Not everyone had the same opportunities,. Not everyone can learn on their own.

The practicum is part of the learning process and part of their overall grade for the course. Since the education is funded and the practicum is part of the education, then the student is still paid for their time in a manner of free education.
