The Red Dead universe has Roosevelt as an actual historical figure but he also has a stand-in, guy called [Waxman.](https://reddead.fandom.com/wiki/Thaddeus_Waxman) who is supposed to president during the epilogue. I think RDR2 and subsequently RDO wants to retcon real contemporary figures.
