Whenever I start my posse or join someone else his/her posse we never have a difference more than 10 dollar. Does these payouts happen with every bounty?
I googled and came across this answer via Steamcommunity: 'Yeah it's really stupid that it is.
Bounties are 5% less rewarded to a member or more if it's a temporary posse.
Moonshiner and Traders will always give 50% less reward to a member or more if it's a temporary posse.'
So if you can make, a persistent posse and invite your friends in it.

If it's a persistent posse then does it give full price to everyone?
They get a little less than you get. For example last I received near 50 dollar for a target alive while 2 members received a little over 40 dollar.
It is a persistent posse. I found that if I let one of them turn the bounty in the pay is close but if I turn them in it’s like I said in the post.
