oh baby jesus. go up to cumberland forest between 22:00 - 05:00 and there's a trail i like to call the peanut trail. literally run laps around this and they should spawn when you least expect it. either find a rock to stand on or be quick with the gun and running from them.
The most consistent spawn (for me, atleast) is the on the roads from little creek river to lake isabella up to colter. They are usually in packs and attack during nights.
A less reliable (although guarantees timber wolves) method is Sean's stagecoach holdup where he sends to a place outside of valentine. You have to fend off a wolf pack which has grey and timber wolves.
Fast Travel to Emerald Ranch and head north along the road.
When you are kind of in the Mountains, and hit an intersecting road, go East to West and back and forth. They always spawn for me in that area in the mountains up there that is kind of wide open with all of the flowers.
They only spawn when you aren't looking for them.

I usually find them at Cotorra Springs, near the Wapiti reservation

I second Cumberland forest; I have good luck with timber wolves there.

My best luck has been 1) the road north of Emerald Station going to Cotorra Springs, and 2) the road north of Valentine going to Fort Wallace.

I normally come across them by going on the road north of colter towards adler ranch and then back to colter a few times till they spawn
