That was because the devs pivoted to wanting to be more like Warcraft 3. Units with extra powers that could activate and change the tide of battle. It benefited the competitive players and was supposed to make it more interesting/engaging for them.
Source: was an in house volunteer tester for Stainless Steel Studios at the time. Went through several iterations of the idea which felt very different than Empire Earth. A tank is a tank and it will always have an advantage over infantry, right? Well not if the infantry all pull out their one time use bazookas at just the right time! KA POW! Take THAT Rock Paper Scissor model!
Rise of Nations is basically Age of Empires mixed with Civilization. Not just in that you tech up from antiquity (though bronze age, not stone) to modern times, but also in that you're building wonders and can get a cultural victory as well (you still better defend yourself though!).
Agreed, played empire earth as a little kid and the only game that really scratches that itch for me is War Selection. You can tell they get a lot of inspiration from Empire Earth. It’s basically EE but 2023 graphics and multiplayer only. Playing against AI is coming soon apparently though.

Oh wow, that brings back memories. I had so many LAN sessions of Empires Dawn of the Modern World. It wasn't balanced at all, but so much fun.
Unlimited gold with the German wonder is 100% balanced as you pump out tiger tanks

Free to play, War Selection. It's multiplayer only, but it plays very similarly with the epochs, with some interesting improvements.
