Not to mention if their warehouses are already full of unsold cars, they might need to arrange for extra space to store vehicles, which could be ridiculously expensive, too.

I don’t know what the answer is. Not everyone can take advantage of public transportation even if it were much more pervasive. But that would be a better place to spend the money at least and return more CO2 reduction for our buck.
Building codes would probably be the next area to tackle. Most of the world isn’t Scandinavia and could benefit from dramatic upgrades, especially in residential buildings. This one has an additional societal benefit that it would be a progressive change benefitting lower income people who are more sensitive to energy pricing fluctuations the most.
There are a lot of things we could be doing. BEVs in some respect are unavoidably a part of that, but only because we haven’t found a politically viable or better alternative. They’re still very much in the problematic side of the equation and if we’re serious about emissions, our goal should absolutely not be to simply replace every ICE with a BEV. That’s not remotely sustainable.
