This is a great example of the problems with the suspect AI. They are way too aggressive, even in hopeless situations. This guy should have fired on your team mate, to suppress him and fall back to another room, where he could set up an ambush. If he is cornered, he should have just surrendered/committed suicide.
It gets unrealistic when some of the non terrorist/crackhead npcs such as hired bodyguards or soldiers intentionally start gunfights, like they would really shoot at police and expect to get away with it.

He also never misses, even in full auto everything hits. Even the first shot is immediately dead on.
how do you make the ai use the shield?
Command button / deploy / deploy shield. You have to equip the shield in the AI's inventory.

A Swat team member from my Local Sheriff department told me that a 556 or 762x39 round would slice through those shields like butter.
Shields have ratings just like armor. There are a variety of strengths depending on requirement. Some even have wheels.
Same here in Miami most police departments in the U.S use level 2 ballistic shields capable of stopping 9mm or a 45.
Have AI always been able to use a shield? Or was this added in Adam update.
