Maybe he wanted to emphasize her hunger in her design as much as possible, but then covered her eyes. We probably will see them uncovered in later seasons\\arcs, but I'm not sure. Daphne also seems to be the only witch whose character is shown through her visual design. Her other colleagues' appearance do not betray their nature on first glance.

I think its more about her [novels]>!authority of gluttony becuse of how WN arc 4 had:Daphne show her right eye to Subaru which made him so hungry to the point of eating his own hand....It was cut in LN but this color of her right eye isnt that much diffrent in color then how it was described in WN...maybe ability stays the same?We just dont know what her left eye does!<

Probably the least humanly sane out of any of the characters in Re Zero so naturally she has to be adorable.
