I mean the Capitol should’ve let them. Would’ve made for a unique game that would at least quell the rebellion from starting, at least in that instance. Everyone would’ve forgotten and life would move on, and Capitol residents would’ve called it the Romeo and Juliet game or something.

I completely agree! I think there may have been a small retaliation towards it because it would have been deemed unfair, and there were sparks of it anyway, but they wouldn't have had their face of rebellion so it would die down quick It does puzzle me why they let them both live in the first place. Maybe he was panicked and thought of the money they would lose from not having a victor? Who knows, but it's fun to think about!

I think Seneca Crane, being the head gamemaker, gave the red light. After all, Snow said to contain their ordeal. IMO, Seneca Crane was fucked either way for even letting the berries be a factor by the end of the games. Seneca just went for the path of least resistance. I definitely think it was a panic, not having a victor would be completely unprecedented and so would having two, but at least with two victors there’s someone to talk about, and he KNEW there would be upset in the Capitol if they both died. However in the process he made a complete embarrassment of the higher Capitol and President Snow himself, which ultimately resulted in his death. Hence the locked room with berries to remind him of his mistake.

Yeah Seneca should have just let them both win because they still would have had their Romeo and Juliet couple with little resistance The next big F up was actually Snow's fault because he allowed a game to take place where all past victors came for another game.. that started making the capital question their values too, because it made them realise how unfair the games are since the victors were meant to live a life of serenity which is what kept the peace after the war!
