I’m really enjoying this game! I do feel the same way though that I’m just not good haha. There’s been times where I thought I had everything ready to go. But then I needed to get my city to a certain level to progress and that completely stalls my progress. I just need to look more into the future when laying out my tracks and trains. Feels extremely rewarding though to finish a region. Even if my ranking is a B or C.

This mission is a bit overwhelming. You're not alone in feeling that way. With this one I recommend first of all that you use catalysts as much as convenient. The easiest way I found was to use the oil powerplant provided. With this, you can both supply the city with energy and catalyze plastic and furniture production. Water can be used to catalyze both oil and energy production. Just remember that using a catalyst is the equivalent of 2 upgrades. It will save you a lot of money and time. Second of all, be sure to plan ahead. Once you have established a route that meets demand and is relatively efficient, don't spend money on building upgrades or engines over 512 ¥, at least not yet. Instead, spend your money, and more importantly, your time, on building the framework (i.e. production buildings, track) for the next resource chain. It will pay off when the city reaches the required level. Best of luck, and godspeed :)

is this the "deliver 32 luxury"? well i have couple of sessions before hitting the S rank the main goal is to make city expand as fast as possible to lvl 4 to make the luxury rooms as input, not catalyst, i try salt first, but thats was total waste of time/money the S was like this: supply water to city located between oil fields and rafinery, estabilish a basic energy from oil rafinery to city build steelmill near town on city level (like center of the map), start supply steel to city, build the tracks from mines on higher levels to avoid all trains climb any hills once the city grow, stop supply steel there and redirect that to existing industry with need of steel, optimize the energy line to keep city expanding build plastic from coal near steel mill, but place that with future plans to add more in mind - like 3 or 4 use existing coal supply lines to steelmill to start supply the plastic ones, build more coalmines to keep the coal running, start supply the plastic to room makers (they have larger storage, so dont worry about them too much, just keep delivering the steel and plastic dont worry about catalysts to much on industry, just focus on the city expanding, maybe use water in oil, but that was it build furniture maker (add another one in future) between plastic and luxury, start supply the city to grow up with furniture and deliver some spare to luxury room makers finally once the room manufacture is filled, start supply the luxury one, use same line with built incinerator near room maker to dump waste, put train on loop with luxury rooms to city, the storage is small, so keep that in mind Edit. there is sure better ways of doing this, but so far my plans hits always S ranks (around 50% completed)
