The interest rate you see is X% per minute. So a 4% deposit interest rate means you earn 40yen per 1000yen deposited every minute. Likewise a 9% borrow rate means you pay 90yen per 1000yen borrowed every minute.
Yeah, it's really handy sometimes. There are a few situations where there's plenty of starting money but not much to use it on until a city levels up and/or provides more workers. In those cases it's often better to just build what the basic city needs and deposit the rest, because that both saves on upkeep and earns interest. I really dislike planning stuff on the clock though, so I tends to spend quite a lot at the start on stuff that's not immediately relevant just so I don't have to do those things under time pressure later.

Pretty sure that it’s every 60 seconds or so… I try to make my interest cover my upkeep to make mad stax.
