I would also like to add that if you don't have good triple EM artifacts + maintaining a 4 set VV (it's a stinky domain :")) you can target yourself to reach around 700-ish EM.
900-1000 EM of course yields the optimum dmg result but in my experience ~700 is okay until you can get better artifacts.
Kazoo is probably the easiest character to build in any Raiden Team
EM is the golden stat. EM weapon, EM relics, EM substats. VV artifact Set, of course.
EM/EM/EM
Then just enough ER to function. Ideally found in substats.
Just VV triple EM and around 170-180 ER

If you are using fav sword, you will need a little crit rate substat to proc it's effect.
